同性伴侶註記3951對 雙北台中最多
（中央社記者劉麗榮、劉冠廷台北8日電）根據內政部統計，3年多來全國已有3951對同性伴侶註記，最多的前三名為台北市、新北市和台中市。民進黨立委尤美女說，不能單靠縣市政府的善意，一定要同性婚姻合法化，才能保障權益。
內政部官員表示，從施行同性註記以來，六都包括台北市共有818對、新北市743對、台中市694對、桃園市442對、台南市238對與高雄市173對，全台已有3951對完成註記。
高雄市在104年5月20日率全國之先辦理同性伴侶註記後，全國多數縣市陸續跟進，內政部去年並開放跨區受理。
長期關注同婚的民進黨立委尤美女今天表示，這數目不算少，但當然有很多人可能覺得大法官會議解釋後，就直接等著結婚就好，不用去註記。
尤美女說，註記並沒有法律的效果，雖然勞動部與衛福部表達有註記可以簽署手術同意書等伴侶權益，但是有的縣市還是不給註記，所以一定要同性婚姻合法化，才能得到真正的權利，否則都只是各縣市政府的善意。
她也說，若只是善意，卻拿不到任何的權益，去註記等於出櫃，可能就會馬上被歧視或霸凌，這就是為什麼同志需要同性婚姻。
大法官748號解釋，認定現行民法沒有保障同性婚姻違憲，立法機關應在兩年內，也就是明年5月24日前完成立法保障同性婚姻，但對於是要立專法還是修民法，各界意見不一，甚至引發對立。
今年九合一選舉合併舉行公投，幸福盟提出的「你是否同意民法婚姻規定應限定在一男一女的結合？」等愛家3公投過關，依公投法規定，行政院已表示，明年3月前將提出保障同性婚姻的專法草案，送交立法院審議。（編輯：張均懋）1071208
〈達方擴大綠能佈局〉三腳營運衝 今年EPS上看6元 明年營收估年增1-2成
達方 (8163-TW) 三隻腳佈局效益顯現，董事長蘇開建指出，隨 MLCC 產能逐季增長 10-15%、鍵盤產品組合改善並漲價反映成本、綠能事業進入收割期，下半年獲利可期，法人估達方今年營收將突破 200 億元、每股純益可望達 6 元，且明年在高端被動元件產能開出、綠能領域續成長下，營收可望年增 1-2 成。
蘇開建指出，目前 MLCC 價格已經來到相對高檔，產能去瓶頸工程持續進行，預計至明年第二季，產能將逐季成長 10-15%，明年下半年起，新的機器設備到位後，將佈局高端應用，屆時產能將以季增 2 成的方式成長。
鍵盤產品部分，蘇開建認為，下半年仍為旺季，且經過上半年調整後，目前磁浮、背光鍵盤等利基型產品比重提升，除了推升營收成長外，獲利表現也獲得改善。
至於綠能事業，達方除了以自有電動腳踏車品牌 BESV 搶進市場外，也將自身代工優勢，以及充電、電源管理技術，導入電動腳踏車的電池設計和馬達，蘇開建指出，隨 BESV 電動腳踏車表現亮眼，也推代工、零組件訂單成長，今年第四季單季可望獲利，明年則將全年獲利。
蘇開建指出，以今年第三季單月產品營收來看，目前鍵盤比重降至 7 成以下，被動元件比重 3 成左右，綠能則約 7-8%；明年在被動元件產能增加、綠能事業持續成長下，估鍵盤比重將降至 5 成多，被動元件上看 4 成，綠能則約 1 成。
法人表示，目前看來達方第三季獲利應可維持法說會時的預估，單季每股純益可望賺進 2 元，超越上半年的 1.9 元；第四季雖面臨中國十一長假，加上美中貿易戰影響終端需求，但估計仍較第三季持平或略增，全年每股純益約 6 元。
